Hollywood Property Appraisal — Los Angeles County, CA

Hollywood is a district of the city of Los Angeles rather than a city of its own, and the appraisal problem it presents is specific to that fact. The flats between Sunset and Franklin are dense, older and largely rental; the hills above Franklin are low-density, custom-built and view-driven; and the two sit within a few hundred feet of each other. Trustees and attorneys handling a Hollywood property frequently inherit one of these and assume the market behaves like the other.

How Property Trades in Hollywood

The Hollywood flats carry the district's income property: 1920s courtyard apartments, Art Deco and Streamline buildings, postwar stucco walk-ups, and a wave of recent mid-rise rental and condominium development along Vine, Argyle and Sunset. Much of the older multifamily falls under the city rent stabilization ordinance, which governs how it trades. Mixed in are blocks of surviving single-family bungalows and Spanish duplexes, some intact and some heavily converted. Above Franklin Avenue the character changes completely. Whitley Heights, Hollywood Dell, Beachwood Canyon, Outpost Estates and the Hollywood Hills slopes are hillside custom houses on narrow, steep, often substandard-access parcels, ranging from 1920s Mediterranean to mid-century post-and-beam to recent speculative rebuilds. In the hills the value drivers are view corridor, pad area, street access and garage count. East Hollywood, Thai Town and Little Armenia hold the densest older stock and the most small-lot multifamily. Value here is less about the district name than about which side of Franklin a parcel sits on, and how far up.

What Anchors the Area

Paramount Pictures still operates on Melrose, and the Sunset Boulevard production and post-production cluster remains a major employer. The Hollywood Bowl, the Ford Theatre, the Walk of Fame, the Hollywood Sign and the Griffith Observatory above Los Feliz are the landmarks. Runyon Canyon and the Griffith Park trail system supply hillside open space. Metro B Line stations at Hollywood and Vine, Hollywood and Highland, and Hollywood and Western make this one of the better-served transit districts in the city, which shows up in rental demand.

Valuation Issues Specific to Hollywood

A Hollywood desktop assignment lives or dies on correct submarket identification. I keep hillside comparables with hillside and flatland with flatland, and I document pad area, driveway access and the view the subject actually has — not the one the address implies. Rent-stabilized multifamily has to be valued on its regulated income, so I establish year built from permit records before building the approach. The hills carry Very High Fire Hazard Severity Zone designation across much of their area, and that affects insurability and marketability enough to belong in the report. Where no interior inspection occurs, I rely on prior listing photography, permit history and client-supplied images, and I say so.

How I Serve Hollywood

Hollywood sits in Los Angeles County. Outside San Diego and Riverside Counties I work by desktop appraisal rather than in person — a full USPAP-compliant analysis built from public records, MLS data and photographs you supply, with that scope disclosed in the report. It is the standard instrument for out-of-area estate, trust and retrospective assignments, and it is not suitable for every purpose. I will tell you which you have before you order.

Whether the assignment is a date-of-death valuation, an estate or trust report, a divorce matter, a bankruptcy filing or a Proposition 19 question, the analysis is built on Hollywood's own comparable evidence rather than on a county-wide average.
