Desktop & retrospective appraisals — no property visit

Real Estate Appraiser in Orange County, California

Orange County rewards an appraiser who reads plat maps carefully, because the difference between two addresses a quarter mile apart can be a village boundary, a bond district or a ground lease. I work here on a desktop basis, without a property visit, mostly for estates, trusts and family law matters. Having appraised in neighboring San Diego County for two decades, I know how the two markets differ.

Orange County at a Glance

The coastal half and the inland half were built on different logic. Newport Beach, Huntington Beach, Laguna Beach, Seal Beach and Costa Mesa hold narrow-lot bayfront and peninsula properties, harbor frontage with docks, and bluff lots where the view is the asset. Inland, the older flatland cities of Santa Ana, Anaheim, Garden Grove, Fullerton, Westminster and Orange carry 1920s through 1960s stock: Spanish Revival in Old Towne Orange and Floral Park, post-war tracts by the thousand, and a large base of two-to-four unit buildings and mobile home parks. South and east of there, Irvine, Tustin Ranch, Mission Viejo, Aliso Viejo, Rancho Santa Margarita and Rancho Mission Viejo are master-planned at a scale almost nowhere else matches, organized into villages with their own associations, design guidelines and bond obligations. The canyons behind them, Modjeska, Silverado and Trabuco, revert to rural acreage. Attached housing is a very large share of the total stock, and in several cities it dominates. Assignments arriving from the county are heavily probate and trust, with dissolution, Proposition 19 transfers and appraisal review filling the rest. Getting the submarket right matters more here than in most counties.

What I Account For Here

Several Newport Beach and Balboa properties sit on leased land rather than fee ground, and some waterfront parcels involve tidelands permits and separate dock rights, so the property interest has to be established before comparison. In Irvine and the newer south county villages, association dues are layered, sometimes master plus sub-association, and community facilities district debt is common, so tax burden is not uniform across a tract. Bayfront and bluff properties need view and frontage adjustments that short-distance comps rarely isolate cleanly. Old Towne Orange is a listed historic district with design review. Condominium, townhome and detached-condominium plats are easy to confuse and must be read from the map, not the appearance. Flood mapping along the Santa Ana River and in low-lying Huntington Beach affects insurance. Accessory dwelling conversions are widespread in the older inland cities, and permit records decide whether the space is livable area. Mobile home and manufactured housing in resident-owned versus leased parks are two separate markets.

Courts, Assessor and Recorder

Filings go to the Superior Court of California, County of Orange. Probate and mental health courtrooms and the clerk's office are at the Costa Mesa Justice Complex, 3390 Harbor Boulevard. Family law filings are presented at the Lamoreaux Justice Center, 341 The City Drive South in Orange. Assessment records are kept by the Orange County Assessor Department, and recorded documents by the OC Clerk-Recorder Department.

Scope of Service in Orange County

My Orange County reports are desktop valuations, prepared without an inspection of the subject. I rely on assessor and recorder records, listing and sale histories with photographs, permit files and client-supplied material, and the scope is stated plainly in the report so a reader, a trustee or a court knows exactly what was and was not observed.
