Real Estate Appraiser in San Bernardino County, California

San Bernardino is the largest county in the lower forty-eight states, and an appraiser cannot treat it as one market. A dairy-era parcel in Chino, a cabin at Lake Arrowhead and five acres outside Hesperia share nothing but a county line. I handle desktop and retrospective assignments throughout, with no site visit, and I set the comparison boundaries before I look at a single sale.

San Bernardino County at a Glance

The valley floor carries the population. Ontario, Rancho Cucamonga, Fontana, Rialto, Chino, Chino Hills, Upland, Montclair, Redlands and Yucaipa were citrus and vineyard country, and the remnants show: Craftsman and Mediterranean homes on deep Upland and Redlands lots, mid-century ranch tracts along the foothill alluvial fans, and then vast new subdivisions pushed south into the old Chino dairy preserve and Ontario Ranch. Chino Hills keeps equestrian lots and view ridges. Climbing the San Bernardinos, Crestline, Lake Arrowhead, Running Springs and Big Bear Lake switch to cabins, A-frames and lakefront, with snow load, seasonal access and a second-home buyer pool. North over the Cajon Pass, the High Desert cities of Victorville, Hesperia, Apple Valley and Adelanto spread across a grid of large lots, many unimproved, and the Mojave beyond toward Barstow, Yucca Valley, Twentynine Palms and Needles is sparse enough that a mile of distance may be the nearest sale. Work from here is predominantly date-of-death and trust valuation, bankruptcy and dissolution, with tax appeal assignments in the newer high-bonded tracts. The county's size is itself the professional problem. Barstow, Yucca Valley and the Morongo Basin edge of the county add yet another pattern, where homesteading-era cabins and five-acre lots trade in a market driven partly by weekend buyers from the coast, and where the nearest recent sale may be an unimproved parcel rather than a house.

What I Account For Here

Data thins out fast outside the valley. High Desert and Mojave assignments often require a wider search radius, careful screening for non-arm's-length and investor sales, and attention to whether a parcel has paved access, a drilled well, a functioning septic system and utilities at the lot line, because any of those missing changes the class of property. Mountain subjects need snow-load construction, year-round road access, lake frontage or lake rights, and very high fire severity designations assessed together, and insurability is now part of marketability. Valley subjects carry community facilities district debt in the newer Fontana, Rialto and Ontario Ranch tracts. Equestrian zoning and keeping rights in Chino Hills and Norco-adjacent areas add value that generic tracts lack. Redlands and Upland have historic districts and deep lots that support accessory dwellings. Foothill debris basins and flood control easements affect usable area. Agricultural preserve and Williamson Act contracts remain on some Chino and west-valley ground.

Courts, Assessor and Recorder

Matters are filed in the Superior Court of California, County of San Bernardino. Probate, covering decedents' estates, trusts, conservatorships and guardianships, is heard in the Fontana and Victorville districts, with limited probate case types in the Needles district. Family law is heard at district courthouses including the San Bernardino Justice Center. Assessment, recording and county clerk functions are combined in one office, the San Bernardino County Assessor-Recorder-County Clerk.

Scope of Service in San Bernardino County

Everything I do in San Bernardino County is desktop or retrospective, performed without entering the property. For an outlying High Desert or mountain parcel that is honest about the limits: I verify what the public record, aerial imagery, listing photographs and permit history will support, state my extraordinary assumptions, and leave the reader in no doubt that no inspection occurred.
