Desktop & retrospective appraisals — no property visit

Real Estate Appraiser in Sacramento County, California

Sacramento is a river county, and almost every appraisal question here eventually touches water: levees, flood mapping, drainage and the Delta. I work the county on a desktop basis, without a site visit, chiefly on date-of-death, trust and dissolution assignments. The housing stock is deep and well documented, which suits desktop analysis better than most markets do.

Sacramento County at a Glance

The older city grid holds the county's most distinctive housing. Midtown and Alkali Flat carry Victorians and Craftsman cottages on alley lots; Land Park, Curtis Park and East Sacramento run to Tudor, Spanish Revival and brick period homes on tree-lined streets; and the Pocket, Greenhaven and South Land Park add 1960s and 1970s riverside development. North and east of the city, Arden-Arcade, Carmichael, Fair Oaks and Orangevale supply mid-century ranch housing on generous lots, some with American River frontage, while Citrus Heights and Rancho Cordova are post-war tract at scale. Then come the planned areas: Natomas, built on reclaimed floodplain, and Elk Grove, which grew from farm town to one of the region's largest suburbs within a generation. Folsom climbs into the granite foothills. South and west, the county keeps genuine rural ground, with Wilton, Sloughhouse, Herald and the Delta towns of Walnut Grove and Isleton on acreage, wells and septic. Assignments arrive heavily from probate and trust administration, with divorce, bankruptcy and tax appeal following. The spread from historic urban to Delta farmland inside one county is wider than its reputation suggests.

What I Account For Here

Flood exposure is the defining technical issue. Natomas sits behind levees whose certification status has changed over the years, and FEMA mapping, insurance requirements and disclosure obligations differ sharply between basin and non-basin neighborhoods, so two similar houses can carry very different carrying costs. Elk Grove, Natomas and parts of Rancho Cordova carry community facilities district debt. The older central neighborhoods have raised foundations, basements, detached garages on alleys and frequent accessory dwelling conversions, and permit history decides how the space counts. Rural south county and Wilton parcels depend on well yield, groundwater conditions under state sustainability plans, and septic capacity, and Delta ground often sits under Williamson Act contracts where pasture and row crop need contributory treatment. River frontage and levee-top access are separate amenities. The attached-housing market is thin relative to detached, so condominium assignments may require a county-wide search.

Courts, Assessor and Recorder

Filings are made in the Superior Court of California, County of Sacramento. Both the Probate and Family Law divisions sit at the William R. Ridgeway Family Relations Courthouse, 3341 Power Inn Road, where the probate office is on the second floor; general civil matters are heard at the Tani G. Cantil-Sakauye Sacramento County Courthouse on G Street. Records come from the Sacramento County Assessor and the Sacramento County Clerk/Recorder.

Scope of Service in Sacramento County

Sacramento County valuations are desktop and retrospective, performed without a property visit. The report names that scope directly. I build the analysis from assessor and recorder records, listing and closed-sale data including photographs, flood and permit records and material supplied by the client or estate representative, and I state each extraordinary assumption.
